Right now you have 3 new engines: Fruit, Jonny and Naum, that have qualified for Div 2. If we assume that none of them qualify for Div 1, is it still possible for a #2-3-4 Div 3 engine to be promoted by a playoff with Div 2 #15-16-17 ?

No
Place 17 in division 2 is going to go down and more places will go down if it is needed.
