RWBC new results (+ note for Class B and A)

Because of the release of ProDeo and my rule to allow 2 programs
per author, I decided to run Class A this edition exceptionally with
44 participants. This means there is one more promotion spot than
previously announced! (5 now).
I changed my rules regarding two programs per author for the future.
(with the start of edition 5) Two programs will be still allowed,
but at least one of them must be younger than 6 months.
Counting date for the decision is the begin of each new edition.
(= start of the Qualifying) Once a program was removed for above
reason it will _not_ return.
