Pro Deo TC function approved by Ed (for blitz)

As is known, I ran a number of matches with the [Time Control = 125] and without it against some engines using the Nunn 2 sets (all learning turned off) so as to solely test the effects of this setting in Blitz.

I am in agreement that using 25% more time in blitz-games is an improvement, I
am not so sure at all that this is the case at tournament levels such as 40/40
40/40. Anyway I will make sure that in the next version blitz and tournament
levels are in sync.

I wonder if this setting is also advantageous for my "blitz" time control of 45'+15".
