How does one set a lower playing strength for Winboard engines? Also, what are some of the weaker Winboard engines? Thanks

There is no standard way of doing it. A few engines provide a way to reduce the strength (usually by editing a configuration file), but most don't. But anyway, it is more fun to play against a weaker engine than to play against an artificially crippled top engine. Which leads us to your next question:

Leo Dijksman's WBEC site is the best place to look for information about Winboard engines. Among other things, you will find download links to all the hundreds of available engines. In order to find some of the weaker engines, click the "Tournaments" link at the top of the WBEC page, and go to the lower divisions.
