WinBoard does not have a special menu item for that; you will have to issue the seek command by typing it in the ICS Interaction window. The ICS 'seek' command requires extra parameters (like time control and game type) which WinBoard cannot know, and would have to be provided by the user. The ICS Interaction window seems as good a place as any to type those.
WinBoard has a user-configurable context menu (summoned by rightclicking in the ICS Interaction window). In principle you could add sending of a 'seek' command with some specific parameters in there as one of the items. Or even a number of items for seek commands with several different parameters you often use. The context menu is mainly useful for ICS commands that require a player name as one of the arguments, as it will use the word you right-clicked as a name, so that you won't have to type it (nor the command keyword) yourself. The 'seek' command does not have any arguments that you would likely be able to find in the ICS output, though, so the context menu is not very helpful there.
