a) there are NO extra castling file letters in the FEN string of your example, simply because the castling enabled rooks are each outermost. An additional castling file letter would be needed only in cases, where the castling enabled rook would not be the outermost on that side.
b) because of being upward compatible from FEN, FRC_FEN does neither need a seperated tag in a PGN file, nor does such a tag exist at all.
c) because all properties of an FRC starting array are already encoded by the FEN string, there is no need to use a variant tag (PGN specification is independent from WinBoard protocol opinion).
d) but, because not starting with the standard 8x8 array, the tag [SetUp "1"] is additionally needed.
