Added seconds to PSWBTM

As requested I've added the ability to specify seconds in addition to minutes for time controls and it seems to work.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Sorry, I had "HotLink Protection" enabled. It's disabled from the Winboard Forum now. The link should work now.

Thank you very much, Mr. Kannan, for this program.

Although there is a problem with the program that makes it difficult for me to use which I'm very much hoping you can fix.

The below screenshot shows how the "New Tournament" window opens up on my computer:

The above screenshot shows that the vertical length of the window is too long for all of the options to appear on my 800*600 pixels screen.

The below screenshot shows how I have to push the window bar up and then lengthen the window in order so that the "Participants" and "Available" lists will just barely appear:

This action has to be performed every time the "New Tournament" window is opened in order to get said lists to appear, since every time this window is opened it shows up as in the first screenshot.

I also tested the new alpha version, and it behaves the same way.

If you could please design this window so that it will also work well on 800*600 pixels screens then I would be very appreciative. A modest suggestion for that is to use more horizontal space so that vertical space can be made smaller. I also notice many of the options use a lot of horizontal space when their fields are for numbers that wouldn't take up much horizontal space, so these areas can be compacted if the window is designed to use more horizontal space with less vertical space.
