Well, as you probably know WinBoard is ust an interface, and cannot play any games by itself. It just presents what engines or internet opponents play to the user.
It is easy enough to set WinBoard to play a Shogi variant without drops: just set the holdings size in the New Variant dialog to 0 (and select Shogi). Problem is that when you do it with an engine (rather than just as a game viewer), you will most likely get an error box "9x9+0_shogi not supported by first engine". Unless you would have an engine that did actually support it (but I wouldn't know any).
