GrandPQ.pgn is a prequel to Grand07.pgn, and it covers the years 1981 thorugh 1998.

It contains 117K long time-control human-human games. Minimum elo rating is 2300.

Filtered out were blitz, rapid, duplicates, games of 25 moves or less, Internet, Correspondence, Simultantaneous, Exhibition and Blindfold games. Errors were fixed. Suitable for use in making a neutral opening book. 20M download.

It can be downloaded from a link at Jim Ablett's "Winboard Chess Projects":

Hi Norm:
There is an old utility of 1999 called CChunk.exe by Paul Onstad (QEPD), that can split big pgn files (up to 15.000 games) in several ways (By number of games per file, by ECO,etc). Is a little difficult to operate but works. If you give me your email adress I can send it to you.

Hi Pablo,

CChunk.exe is available at

http://www.pgn.freeservers.com/

Since CChunk was last updated back in 1999, there appear to be command interface issues when using it with XP. But it does work and does split files into chunks of 16000 games each, except for the last chunk of course, which just has the leftover.
