no winboard.ini file generated after running first time

Winboard doesn't seem to be creating an ini file.
I'd like to add a Crafty version 20x to its list of engines.
I used an install program for version 4.2.7 which indicates that Crafty 19X is being installed but it is not available in the Winboard startup dialog. I read earlier that Winboard automatically generates an ini file after its first execution but I'll be darned if I can find it. Windows can't find it either.
