7-men EGTB Bounty Reborn - Drafting the specs

Hi all,
Toying with 7-piece EGTB has been my dream for a long time. I am now resurrecting the idea of bounty, which (essentially) means community-assembled real money fund that will be paid to the first successful developer of a practical open 7-men EGTB generator.
Here is the project summary page (hosted as a forum thread for convenience).
I'm posting here to ask for expert contribution to draft the bounty specs, and for any general comments and discussion. The specs will decide what kind of generator will be accepted, so we need to be careful to write reasonably complete, ambitious but practical requirements.
I already created the bounty fund at FOSS Factory, and, although the specs are not finished yet, it already accepts donations.
Now there will be a chance for the computer chess community to show its worth while working on a real mega-project, other than endlessly discussing which cloned engine is better than the other.
