Question regarding move generation library in C

It concerns a planned general library written in C by Steven Edwards, which can do useful things such as generate legal moves for a position, parse SAN and others.
I would like to ask:

- a) do you know if this library has been released as of today? I guess not, I did not find it anywhere
b) is there some other free library with the same functionality?
