Winboard in own shell

Is it possible to run Winboard in a own shell (cmd.exe, powershell.exe) instead of running Winboard's own console for connecting to an ICS? With Xboard you must use another shell. I am asking, because I wrote a perl script to parse timeseal data via shell.
