Is Alex Winboard Tournament Manager (http://usuarios.multimania.es/alexwbtm/English/Home.htm) the best tool available for the purpose of making tournament? I didn't manage to find anything else.

Other tools are :

FSTM - Fermin Serrano : http://sites.google.com/site/clonfsp/fstm
PSWBTM - Pradu Kannan : http://pradu.us/home/cc/PSWBTM/

I'm using PSWBTM here, but Alex and Fermin's tools can't be bad.

There was a tourney manager by Jori Ostrovskij as well, but it does not seem to be available anymore.

Now that bot-trolling seems to have brought this thread to the front, I might as well add the remark that the latest WinBoard version (currently circulating as 4.5TM, but soon to be released as 4.6.0) has its own built-in tournament-manager function, which should be able to do most standard stuff (round-robin, (multi-)gauntlet, Swiss).

This also supports concurrency, i.e. it can run multiple games of a tourney in parallel.
