Question regarding move generation library in C

Hello, I read this old announcement on another forum (... why am I not asking there? well I registered days ago but can't get my account activated).
It concerns a planned general library written in C by Steven Edwards, which can do useful things such as generate legal moves for a position, parse SAN and others.
I would like to ask:
    a) do you know if this library has been released as of today? I guess not, I did not find it anywhere
    b) is there some other free library with the same functionality?

I'm not aware of it. And since Steven Edwards recently passed away, I doubt anything further would be forthcoming.
