new utility for movei in Leo's site

I sent Leo a new utility to correct a problem with wrong learning values in the book because of a bug in initialization of book learning values.

After running the utility movei may run with learning values that are higher for popular lines so it is going to start by choosing popular lines unless it lose in them and their value goes down.

I included also source code for that utility that is very small.

I also included another part of the code of movei that is not 100% original code(the code for generating personality is based on what Tim Foden suggested me and some code for getting the enviroment for the tablebases is thanks for Dann Corbit.
