Hi,
Phil has plans to use a opening book, but he hasn't implemented anything yet and it is not his highest priority at the moment. There are other more important things like improving the search function and especially completing its evaluation function (especially endgame knowledge).
I can tell you that Ghost2 at least seems to be stronger in direct comparison to Ghost1.
