I can only answer for the Baron, and the answer is yes.
The Baron 1.7.0 remains available, and I'll probably release 1.8.1 next month. So you could also say that it is public with a delay

Yes, it is. In fact, I'm currently working on 2.11.
The Baron 1.8.1 was the version of the ICT-Leiden 2006 (spring 2006).

So we get each version about a year late, that isnt too bad.
